It stood out like a blight over the city. the area known as the Heights, 16 square miles of public housing with a population of 90,000 low income families and 50 different gangs. The chains of poverty, despair, and indifference, doomed those who lived there to a life of hopelessness. The only alternative was to join a gang. Two men would try to make a difference.
